An infamous phase used by the nuclear industry.
Though it applies also to chemical spills not just nuclear ones.
And our biggest spill of all: CO2.

It actually does work so long …
★ (1) one knows about the nature and degree of toxicity (to humans and nature) of what is released
★ (2) high concentrations in the immediate vicinity of the release are avoided
★ (3) pollutants decay faster than one adds them.

As soon any of these get violated it becomes problematic.
Especially for the last one.
