While the mesh penetrats though the biosphere, it itself is part of [[mechanosphere]]. 
So beside cleanup of spill it itself could be considered spill 
if control of parts of the mesh is lost and it becomes is lost. 
So it should be able to clean up after itself. 
I.e. it should be cleanly undeploayble and able to remove broken parts too.
